Soboba Band of Luiseño Indians – Soboba Line J Storm Drain Project

An Initial Study / Mitigated Negative Declaration (IS/MND) has been prepared for the Soboba Band of Luiseño Indians (Tribe)’s Line J Storm Drain Project (Proposed Project) pursuant to the California Environmental Quality Act (CEQA). The Project Site is located entirely on the Soboba Band of Luiseño Indians Reservation in Riverside County, California. The IS/MND has been prepared to support grant funding by the Southern California Association of Governments (SCAG) for construction of the Proposed Project.

Proposed Project
The Proposed Project would construct various inlet structures, stormwater conveyance pipelines, and a stabilized outlet structure to prevent hillside erosion, reduce the flow of mud and debris into the San Jacinto River, and protect existing and proposed housing on the Tribe’s Reservation. The storm drain pipes would collect stormwater from the upper slopes and convey it through approximately 4,475 linear feet of reinforced concrete pipes (RCP) and reinforced concrete boxes (RCB). Two inlet structures are proposed in addition to 11 manholes along the system. An outlet structure and riprap-lined open channel would be constructed to dissipate flow energy and reduce the potential for erosion where stormwater is discharged above Poppet Creek. Construction for the Proposed Project is anticipated to begin in September 2026.

Public Review Period:
The public review period of the MND begins on August 26, 2026 and ends on September 15, 2026 for a total of 20 days in accordance with CEQA Guidelines Section 15105.
